Council Chair Rita Heard Days, alongside Councilwoman Shalonda Webb, co-sponsored legislation creating St. Louis County’s first-ever Land Bank—a powerful new tool to transform abandoned, tax-delinquent properties into housing, businesses, and community spaces that strengthen neighborhoods across the county.<h3>What is the Land Bank?</h3>The Land Bank is a newly created county agency authorized under Missouri’s House Bill 2062, allowing local governments to take control of long-abandoned or tax-delinquent properties. Through this program:<ul><li>Properties in legal limbo will be acquired, cleared, and prepared for redevelopment.</li><li>Clean titles will make it easier for homeowners, nonprofits, or developers to purchase and rehabilitate properties.</li><li>A public board will oversee the process, ensuring transparency and community input.</li></ul><h3>Rita Heard Days’ Role &amp; Vision</h3>Rita Heard Days co-sponsored the legislation with Councilwoman Webb, helping build support on the council and securing unanimous passage. <h2>“Transforming UMSL to Boost Economic Growth in North St. Louis County”</h2>Councilwoman Rita Heard Days has helped deliver a major win for North County: $10 million in investment for the University of Missouri–St. Louis (UMSL) to develop a new Business &amp; Workforce District on its South Campus. <h3>The Vision of the District</h3>This new district aims to turn 35 acres of land south of Natural Bridge Road into a hub that supports students, workers, local businesses, and residents. Key features will include:<ul><li>New mixed-use spaces combining commercial, residential, and retail services. </li><li>Community resources like health services, childcare, and more. </li><li>Demolition of outdated structures to make room for modern facilities. </li></ul><h3>Economic &amp; Community Impact</h3><ul><li>This project builds on the university’s Transform UMSL initiative, which has already used state funding and private investment to modernize core academic buildings and create new educational infrastructure. </li><li>It will create jobs—not just in construction, but in ongoing operations, retail, services, and business that locate in the district. </li><li>It promises neighborhood-friendly services.
