Council Chair Rita Heard Days, alongside Councilwoman Shalonda Webb, co-sponsored legislation creating St. Louis County’s first-ever Land Bank—a powerful new tool to transform abandoned, tax-delinquent properties into housing, businesses, and community spaces that strengthen neighborhoods across the county.<h3>What is the Land Bank?</h3>The Land Bank is a newly created county agency authorized under Missouri’s House Bill 2062, allowing local governments to take control of long-abandoned or tax-delinquent properties. Through this program:<ul><li>Properties in legal limbo will be acquired, cleared, and prepared for redevelopment.</li><li>Clean titles will make it easier for homeowners, nonprofits, or developers to purchase and rehabilitate properties.</li><li>A public board will oversee the process, ensuring transparency and community input.</li></ul><h3>Rita Heard Days’ Role &amp; Vision</h3>Rita Heard Days co-sponsored the legislation with Councilwoman Webb, helping build support on the council and securing unanimous passage.
